AN ORDINANCE TO WAIVE COMPETITIVE BIDDING FOR THE PURCHASE
OF TWO GORMAN-RUPP MODEL T4A3B (4X4) SELF PRIMING
CENTRIFUGAL SEWAGE PUMPS AND FOR OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows
waiving of competitive bidding in exceptional situations where
such procedure is deemed not feasible or practical; and
WHEREAS, the City of West Memphis and the West Memphis
Utility Commission are in need of replacing the sewage pumps in
the OK Street Pump Station, and
WHEREAS, all wastewater employees of the West Memphis
Utility Commission have been factory trained in the maintenance
and repair of Gorman-Rupp model T4A3B self priming centrifugal
sewage pumps and the Utility Commission currently stocks repair
parts for this model sewage pump; and
WHEREAS, it is the recommendation of the Wastewater
Superintendent that the sewage pumps in the OK Street Pump
Station be replaced with Gorman-Rupp model T4A3B self priming
centrifugal sewage pumps; and
~ WHEREAS, competitive bidding under such circumstances would
not be feasible or practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS:
1. That competitive bidding be waived for the following
items to be used by the City of West Memphis and the West
Memphis Utility Commission:
Two (2) Gorman-Rupp Model T4A3B (4X4) self priming
Centrifugal Sewage Pumps.
2. Competitive bidding is being waived for the reason
that the West Memphis Utility Commission has an immediate need
to replace the sewage pumps in the OK Street Pump Station and
the wastewater employees are currently trained in the
maintenance and repair of the recommended model and the
Commission currently stocks repair parts for the recommended
model.

THE PUMPS IN THIS STATION NEED TO BE REPLACED. THESE PUMPS
WERE MANUFACTURED IN 1956.
I RECOMMEND WE REPLACE THESE PUMPS WITH GORMAN-RUPP MODEL
T4A3B 4" SELF PRIMING CENTRIFUGAL SEWAGE PUMPS. MY
RECOMMENDATION IS BASED ON SEVERAL FACTORS. ALL WASTEWATER
EMPLOYEES HAVE BEEN FACTORY TRAINED IN MAINTENANCE AND REPAIR
OF THESE PUMPS. THE MAJORITY OF THE DEPARTMENTS CENTRIFUGAL
VERTICAL SUCTION PUMPS ARE THIS BRAND AS WELL, WE ALSO STOCK
REPAIR PARTS FOR THIS MODEL.
THE INSTALLATION OF THIS PUMP WILL ALLOW THE DRY PIT SIDE OF
THE EXISTING PUMP STATION TO BE CONVERTED FOR ADDITIONAL WET
WELL STORAGE WHICH WILL DOUBLE THE CAPACITY OF STORAGE. THIS
IS NEEDED DUE TO THE INCREASED FLOWS DURING WET WEATHER
CONDITIONS AND SHOULD HELP PREVENT WASTEWATER BACKUP IN THE
SYSTEM DURING THESE PERIODS.
