AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR AERIAL SPRAYING,
GROUND SPRAYING AND OTHER MOSQUITO CONTROL EFFORTS, AND FOR OTHER
PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving
of competitive bidding in exceptional situations where such procedure
is deemed not feasible or practical; and
WHEREAS, there are many items necessary for the City's use where
competitive bidding is deemed not feasible or practical; and
WHEREAS, the City of West Memphis is in urgent and immediate need
of aerial spraying, ground spraying and other mosquito control efforts
to combat existing mosquito control problems throughout the city and to
protect the health, safety and welfare of its inhabitants, and
competitive bidding under such circumstances would not be feasible or
practical;
NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS:
1. That competitive bidding be waived for the following item to be
used by the City, described as follows:
Aerial spraying, ground spraying and other mosquito control
efforts to be conducted by Vector Disease Control, Inc., for 1996
at a cost of $156,900.

Dear Mrs. Dodge:
The City Council met on this day and adopted Resolution Number 1462 which is titled: A
Resolution finding that the referendum petition filed with the City Clerk on October 6,
1995, is signed by the requisite number of petitioners, ordering a Special Election and for
other purposes.
This Resolution states that such speaal election shall be held on the 9fli day of January,
1996 ,and shall be had and conducted as general elections held in the city.
This letter is notification of said special election. Would you please make the necessary
arrangements with the Crittenden County Election Commission for the January 9, 1996
Special Election. If any od~er information is necessary, Please let me know. I have
attached a copy of Resolution Number 1462 for your reference.
