AN ORDINANCE TO REZONE A PORTION OF HULBERT
SUBDIVISION - BOND SURVEY OF IRREGULAR LOTS
(COMMON ADDRESS BEING; 519-713 RAINER ROAD;
AND DECLARING AN EMERGENCY.
WHEREAS; application was made to the City Planning
Commission to rezone the hereinafter described property, a
portion of Hulbert Subdivision Bond Irregular Lots, from
I-2, General Industrial to R-1, Single Family Residential,
and after notice having been published for the time and in
the manner ae provided by Ordinance No. 1258 as amended,
the matter was heard by the City Planning Commission, and the
Planning Commission recommended that said property be rezoned
R-1, Residential District, NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARKANSAS;
SECTION 1: That the following described property, to
wit: Common Address: 519 thru 713 Rainer Road
Legal Description: A tract of land lying in the
west half of Section 24, Township-6-North, Range-8-
East of the Fifth Principal Meridian and North of the
North Line of the South half of the South half of the
north half of Section 24, T-6-N, R-B-E and lying south
of Rainer Road in the City of West Memphis, Arkansas
more particularly described as follows:

All of Lot 47 of Bond's Survey of Irregular Lots as
recorded in Plat Book 1, Page 106 in the Office of the
Circuit Court Clerk of Crittenden County, Arkansas and
that portion of Lot 46 of said Bond's Survey of
Irregular Lots, lying north of the north line of the
south half of the south half of the north half of
Section 24, T-6-N, R-B-E, said line being the
existing city limits line, and a portion of Lot 39
of said Bond's Survey of Irregular Lots, and portion
described as follows: Beginning at a point on the south
line of Rainer Road that is 178.50 feet North 75 degrees
25 minutes 21 seconds east of the intersection of the
south line of Rainer Road and the west line of Section
24, T-6-N, R-8-E, thence South 15 degrees 06 minutes 50
seconds East a distance of 413.64 feet to the intersection
with the north line of the south half of the south half of
the north half of Section 24, T-6-N, R-B-E, said line
being the existing City Limits, thence north 88 degrees
59 minutes 21 seconds east along said City Limits line
a distance of 1039.53 feet to a point on the east line

west along the east line of Lot 39 a distance of 675.49
feet to a point on the south line of Rainer Road, thence
South 75 degrees 25 minutes 21 seconds West along the south

SECTION II: That all ordinances or parts of ordinances in
conflict herewith are hereby repealed.
SECTION III: It is found and determined by the City Council
of the City of West Memphis, Arkansas, that this property is in
the process of further development and the immediate passage of
this ordinance is necessary for the further development of said
property: the passage hereof is necessary for the growth and
expansion of West Memphis, Arkansas, and that the passage hereof
is in the interest of the public health, peace, safety and welfare
of the City of West Memphis and the inhabitants thereof. Therefore,
an emergency is hereby declared and this ordinance shall take
effect and be in force immediately upon its passage and approval.
