RESOLUTION OF CITY COUNCIL OF WEST MEMPHIS,
ARKANSAS, AMENDING COMMUNITY DEVELOPMENT
PLAN, REVISING COMMUNITY DEVELOPMENT PROGRAM
FOR THIRD FUNDING YEAR, AND AUTHORIZING
FILING OF AMENDED COMMUNITY DEVELOPMENT
PROGRAM APPLICATION.
WHEREAS, the City of West Memphis, Arkansas is desirous of
undertaking a variety of community improvement activities with funds
to be received under the provisions of Title I of the Housing and
Community Development Act of 1974 , and as authorized by the City
Council ' s adoption of Resolution 571 on December 2, 1976, has
submitted to the Department of Housing and Urban Development a
Community Development Program Application (No. B-77-HS-05-0002) for
toow the purposes of securing such funds; and
WHEREAS such Application has now been approved by the Depart-
ment of Housing and Urban Development; and
WHEREAS the City of West Memphis is desirous of amending its
Community Development Plan and revising the projects and activities
to be undertaken in the Third Year in order to add an additional
project and to otherwise amend the Program; and
WHEREAS the City of West Memphis has conducted two public
hearings to specifically discuss the provisions of the Amendment and
seek citizen input regarding the proposed Amendment; and
WHEREAS there has been prepared for the stated purpose an
Amendment to the Community Development Plan which is identified as a
printed document consisting of two (2) pages of narrative text and
one (1) map incorporated therein entitled "Third Year Projects,
Amendment No. 4, April 14, 1977" , which Amendment was reviewed at
this meeting.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WEST MEMPHIS, ARKANSAS:

Illtm1. That Amendment No. 4 , dated April 14 , 1977 , as identified
above, be and hereby is approved in all respects as an official
revision of the City' s Community Development Plan, dated December 1 ,
1976, and previously approved by the City Council by Resolution 571
on December 2, 1976 .
2 . The effect of Amendment No. 4 is to add to the Third Year
Program the renovation of the swimming pool complex located at 14th
& Jefferson Streets in Census Tract 304; to reduce the amount of
monies assigned for administration of the Third Year Program by
$40,000; and to assign the $30, 900 of the contingency account to the
above-identified swimming pool project.
3. That the Mayor be and hereby is authorized to submit
Amendment No. 4 and this resolution, assurances, and other appli-
cation forms and papers, as appropriate, to the Department of
Housing and Urban Development in order to effectuate this revision.
4 . That based on its evaluation of family income data, the
City Council hereby determines that the Community Development Pro-
gram Amendment approved by this resolution and authorized herein
gives maximum feasible priority to activities which will benefit
low- or moderate-income families or aid in the prevention or elimi-
nation of slums and blight.
5. That all other findings and determinations regarding the
Community Development Program contained in Resolution 571, adopted
on December 2 , 1976, are hereby reaffirmed and made applicable to
this resolution as if same were repeated herein in their entirety.
6. That this resolution shall take effect immediately.
