' RESOLUTION APPROVING AFFIRMATIVE ACTION PLAN
FOR EMPLOYMENT.
WHEREAS, the City of West Memphis is undertaking projects and
activities with Federal financial assistance available through the
Community Development Program under the provisions of Title I of
the Housing and Community Development Act of 1974; and
WHEREAS the City Council of the City of West Memphis is cognizant
of the responsibilities of the City for taking steps to expand
employment opportunities for low- and moderate-incomed residents of
the City of West Memphis and for creating and maintaining a climate
of equal employment opportunity; and
WHEREAS the City of West Memphis has prepared a revised Affirma-
tive Action Plan for Employment, dated April 21, 1977 ; and
WHEREAS this Plan was considered at this meeting and found
acceptable for the intended purposes.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WEST MEMPHIS, ARKANSAS:
1. That the Affirmative Action Plan for Employment as identi-
fied above, be and hereby is approved as a reflection of the City' s
commitment to the expansion of employment opportunities for low-
and moderate-income residents of the City. 1
2 . That this Plan shall remain valid for the life of the
Community Development Program, and it is recognized that it may be
further amended from time to time, and each such Amendment shall be
the subject of separate City Council approval.
3. That the City Clerk be and hereby is directed to file one
copy of the Plan with this resolution in the official journal of
the actions of the City Council.
4. That this resolution shall take effect immediately.

SECTION II . NOW , THEREFORE , BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF WEST MEMPHIS , ARKANSAS THAT:
1 . Resolution No . 391 , dated July 2 , 1970 , is hereby
repealed.
2 .. The following rules of procedure and conduct of
business shall prevail at all regular meetings of the West
Memphis City Council :
a . Roll Call of Council Members ,
b . Reading of Minutes of previous meeting ,
taw' c . Requests from citizens in audience ,
d . Unfinished business ,
• e . New business ,
f . Committee Reports .
3.. Any of the above and foregoing rules of procedure
may be dispensed with by a two-thirds (2/3 ) vote of all
Aldermen present .
4. During the pendency of any question before the
Council the following motions may be made by any member of

a . To adjourn ,
b . To lay any motion , resolution or ordinance on
the table ,
c . To postpone ,
d . To call for the previous question ,
e . To refer to a committee ,

5 . A motion to adjourn and a motion to table shall
not be debatable .
6 . The latest revised edition of "Robert ' s Rules of
Order" shall govern and control the parliamentary procedure
of the West hlemphis City Council in situations not heretofore
specifically provided for .
