SOLID WASTE MANAGEMENT BOUNDARIES
WHEREAS , the Resource Conversation and Recovery Act of
` .. 1976 requires the Governor to delineate Regional Planning
Boundaries within which solid waste management plans are to be
developed so as to promote improved solid waste management
techniques , including the environmentally safe disposal of
non-recoverable residues ; AND
WHEREAS , the planning boundary for MATCOG, the Regional
Planning Agency, includes the Standard Metropolitan Statistical
Area (SMSA) involving Crittenden County, Arkansas , DeSoto County,
Mississippi, and Shelby County, Tennessee ; AND
WHEREAS , the City of Memphis , Tennessee, is engaged in
developing techniques for new and improved methods for collection,
separation, recycling and recovery of solid wastes in a system
capable of involving the regional area;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of West Memphis , Arkansas :
1 . That Governor David Pryor cooperate with the State of
Tennessee and the State of Mississippi in setting a regional
solid waste management planning boundary based on the Memphis
SMSA;
AND, THEREFORE, BE IT FURTHER RESOLVED:
1 . That the West Memphis City Council endorses the
preliminary boundaries outlined by the Governor and urges that
the boundary become the permanent solid waste planning boundary
for West Memphis and Crittenden County, Arkansas .
