2124ORDINANCE NO. I o AN ORDINANCE TO AMEND SECTION 8.04.110 OF THE WEST MEMPHIS MUNICIPAL CODE REGARDING THE COLLECTION OF MATERIAL OTHER THAN GARBAGE AND TO ABOLISH ORDINANCE NUMBER 1892 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST MEMPHIS, ARKANSAS: SECTION 1. Section 8.04.110 of the West Memphis Municipal Code, is hereby amended to read as follows: 8.04.110 Collection of other than garbage. Normal residential trash shall be collected from the curbside of private residences by the sanitation department once a week. Normal residential trash shall include bagged yard clippings and leaves, appliances and furniture that a household may generate under normal circumstances. Bagged yard clippings, leaves and small piles of tree trimmings shall be set out separately from other trash items. These items shall be picked up as part of the standard sanitation services provided under the monthly sanitation fee unless the amount of trash is a truckload consisting of twenty-one cubic yards or more. Under such cases, the trash pick-up shall constitute a special pick-up and apick-up fee must be paid at the city clerk's office before the pick-up can be made. The customer must obtain an estimate of the number of truckloads required to complete the pick-up from the sanitation superintendent or his designate. If the customer generates, on a continuous basis of more than two times per calendar month, trash loads between one-half and a full load, then they must pay a partial special pick-up fee equal to one-half the special pick-up fee. Once the fee has been paid, the city clerk's office will notify the sanitation department to proceed with the pick-up. The cost per truckload will be calculated by multiplying the capacity of the truck by the current tipping fee charged by the county landfill plus a twenty dollars truck fee. Each address will be permitted one free extraordinary-type pick-up of one truckload annually, and it will be the sanitation department's responsibility to record such pick-ups. Large piles of tree limbs and demolition material are not included in this service. The sanitation department shall not pick up any concrete, brick or other masonry items, roofing material or any construction/remodeling/demolition - type materials whether it is commercially or residentially generated. Small piles of roofing material or any construction/remodeling/demolition -type materials (excluding concrete) or cut up tree branches may be picked up as long as the pile does not exceed the amount that the trash truck's grapple bucket can pick up in one scoop. This material must be set out separately from any other trash. If a resident wants the sanitation department to pick up cut up tree branches that exceed one scoop of the trash truck's grapple bucke#, that resident will be charged a special pick-up fee and must follow the procedure outlined above for special pick-up service. In the event that the limbs do not constitute a full truckload, one half of the fee will be charged. In addition, the sanitation department shall not set out dumpsters, either on a temporary or a permanent basis, that will be used to collect construction or demolition debris.
