AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE
PURCHASE AND INSTALLATION OF EQUIPMENT TO UPGRADE
THE 9-1-1 SYSTEM TO THE CASSIDIAN VESTA PALLAS 911
EQUIPMENT, HARDWARE AND SOFTWARE SUPPORT, TO AMEND
THE MONTHLY RECURRING CHARGES, AND FOR OTHER
PURPOSES.
WHEREAS,Arkansas Code Annotated Section 14-58-303 authorizes the waiving of
competitive bidding in exceptional situations where competitive bidding is deemed not feasible
or practical; and
WHEREAS, the West Memphis Police Department is in need of purchasing and
installing equipment to upgrade the existing leased services to the Cassidian Vesta Pallas 911
equipment, including hardware and software support; and
WHEREAS, the City Council determines that competitive bidding should be waived for
the reason that the equipment to be purchased is a product of the only single source supplier of
such equipment and competitive bidding under such circumstances would not be feasible or
practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS,ARKANSAS THAT:
SECTION 1. Competitive bidding is hereby waived for the purchase and installation of
equipment to upgrade the existing 9-1-1 system to the Cassidian Vesta pallas 911 equipment,
hardware and software support, for a total cost of$84,970.00. These items to be purchased from
Southwestern Bell Telephone.
SECTION 2. The Special Service Arrangement (SAAR) Application Emergency
Number Service (E9-1-1)between Southwestern Bell Telephone Company and the City of West
Memphis, including the amendment to the monthly recurring charge to $950.00 and providing
for the purchase of the upgrade equipment, is hereby approved and the Mayor and City Clerk are
hereby authorized to execute said agreement on behalf of the City of West Memphis.
SECTION 3. All Ordinances or parts of Ordinances in conflict herewith are hereby
repealed.
