WEST MEMPHIS CITY COUNCIL
November 1, 2012
A regular meeting of the West Memphis City Council was held on Thursday, November 1, 2012 at 1:30 p.m. in the
City Council Chambers at City Hall, 205 S. Redding, West Memphis, Arkansas.
Invocation was given by Brother David Moose. Mayor Johnson called the meeting to order at 1:30p.m. Phillip
Para, City Clerk, called the roll. Those present were: Mayor William H. Johnson, City Attorney David Peeples,
City Treasurer Frank Martin and Councilors, Willis Mondy, James Holt, Taz Tyrone, Lorraine Robinson, Tracy
Catt, James Pulliaum, Ramona Taylor, Herman Coleman and Marco McClendon. Those absent were: Phillip
Carter. Quorum being present, Mayor Johnson proceeded with the meeting.
MINUTES
Councilor Tyrone moved, seconded by Councilor Mondy to dispense with the reading of the minutes of
November 1, 2012 City Council meeting approve them as submitted. Upon voice vote, the voting was unanimous
to approve.
PERMISSION REQUEST
Councilor Robinson made a motion, seconded by Councilor Robinson to approve the following distribution of
charity day funds of Councilor Robinson remaining $344.00 to: Girls State $100.00, Wonder Boys Club$122.00,
and L.R. Jackson Girls Club$122.00. Upon voice vote, voting was unanimous.
CITIZENS REQUEST:
Keith Dory, 900 Brookdale, submitted an application for Certificate of Public Convenience for a Limousine
Service. Councilor Taylor made a motion, seconded by Councilor Robinson to refer all information to City
Attorney Peeples for review and if all requirements are met, it will be placed on the next agenda to review and/or
approval.
Having no further business to come before the City Council, Councilor Pulliaum moved, second by Councilor
Taylor to adjourn. Upon voice vote, the voting was unanimous. The meeting adjourned at
1:45 p.m.
