2012 STATE OF THE CITY
The year 2012 was successful in many respects.
Financially we finished the year with a positive
balance in all our divisions which is a major
accomplishment. We were able to reward our
associates with an attractive bonus of 3% of their
salary with a minimum of $1 ,000.00. This bonus was
greatly appreciated by all. Our General Fund, which
is our traditional concern, also finished with a small
positive balance.
We are a positive contributor to our city economy as
we employ approximately 400 people and provide a
payroll of approximately $15,000,000.00 per year. I
am proud of all our departments and associates and
am pleased to present a few of the facts on some
departments. We are still faced with problems in that
there is still uncertainty in our economy and health
care cost continues to spiral out of control.
PUBLIC WORKS PROJECTS/PROGRAMS-The
Public Works department completed 1100 feet of
roadway reconstruction of Ingram Blvd. ($1 .2 mil.
20% City match). The department started
Intersection and Signalization Improvements at 3
major intersections. ($2.6 mil, 60% complete,
100% State/Fed funding). The overlay of Missouri
Street (Broadway to Service Rd, AHTD, 100%
funding), completed 2012 Street Overlay ( 10,000
L.F.), pavement markings and striping of 100,000
L. F. of city streets and completed clean-out of Ditch
No. 20 ( 14,000 feet). The department also hired
Code Enforcement Officer effective January 2013.
Funded by Street and Sanitation Departments,
primary focus will be illegal dumping and other
major code violations, executed a city-wide tire
clean-up program and removed over 5,000 tires from
the city. The department also is affiliated with "Keep
America Beautiful" led by Lorraine Robinson
through assistance. Finally restructured sanitation
pick up routes and efficiency gains used to provide
litter pick-up routes along city streets.
ECONOMIC DEVELOPMENT - The city received
an S 11 million grant from the Department of
Transportation to upgrade and extend the Friday
Graham industrial spur to the base of the levee by the
Port of West Memphis. Bungee took over the
Riceland Facility at the Port and dramatically
increased the amount of product it was moving which
increased the cash flow to the city. The Fenter
Physical Therapy building was built and became
operational. Southern Pipe building was built and
opened for business. West Memphis Steel began
expanding its facility. Sonic upgraded its facility and
Southland Gaming facility underwent large upgrade.
PLANNING AND COMMUNITY
DEVELOPMENT- The Planning and Development
Department issued eight (8) permits for new
construction of commercial and industrial
developments, along with five (5) permits for
additions to existing commercial buildings.
Additionally the department issued another forty-four
(44) permits to re-model existing commercial
buildings.
The total estimated cost of commercial/industrial
projects for the year was $10,875,534.00.
HOUSING — Single family housing starts increased
this year to eight (8), additionally one hundred (100)
permits were issued to add-on/re-model existing
homes. The City demolished thirty-one (31)
substandard and vacant structures.
The Community Development Department oversaw
the rehabilitation of twenty-nine (29) single-family
homes utilizing the labor of volunteer groups. These
homes are owner occupied by elderly/low income
and or handicapped individuals.
TRANSIT — The City is continuing its relationship
with Memphis Area Transit Authority to provide bus
service in West Memphis with connections to
Memphis. Ridership continues to increase and
averages more than 20,000 riders a month with a
grand total of more than two million (2,200,000)
riders since the service began in 1999.
MAIN STREET —The third phase of the Main Street
façade program got underway. This program uses U.
S. Department of Housing and Urban Development
Community Development Block Grant funding to
repair and update facades of buildings in the Main
Street District. These upgrades help make the area
more attractive which in turn assists in the
recruitment of new businesses to the district.
GRANTS — The City of West Memphis via its
partnering with East Arkansas Planning and
Development District, The City of Memphis and
Shelby County, Tennessee is the beneficiary of three
(3) large grants. West Memphis is a partner in two
planning grants received from the Department of
Housing and Urban Development. These grants total
more than $5,000,000 and are to be used to help
promote economic development, improve quality of
life, education options and quality housing. The
grants also seek to plan for an increase in
connectivity between political jurisdictions in the
Mid-South, while advocating a healthy lifestyle.
The third grant was for the development of a
bicycle/pedestrian trail across the Mississippi River
connecting West Memphis to downtown Memphis.
The grant award was $15,000,000 and will be used to
re-surface the North side of the Harahan Bridge and
provide a trail connection from the Main Street Mall
in Memphis across the river, over the levee and into
downtown West Memphis. This project will bring
the two communities closer together via the trail and
also by having common ownership of an image
changing project for the region.
WEST MEMPHIS POLICE DEPARTMENT — Our
Police Department offers a few facts for general
information. The information is 9,266 incident
reports taken in 2012 and 9,909 incident reports in
2011 . There were 643 fewer incident Reports in
2012. Finally there were 35,714 calls for service of
some type and average of 97 calls for service per day.

In conclusion I feel we are in a favorable position to
succeed in the future. We have an excellent staff and
administration and no short term debt to hinder our
progress. We look forward to much progress in 2013
and the years beyond realizing that the actions of our
Congress will have a significant impact on our
progress.
WEST MEMPHIS, ARKANSAS
COMMUNITY DEVELOPMENT BLOCK GRANT
ENTITLEMENT PROGRAM
FINAL STATEMENT OF COMMUNITY DEVELOPMENT OBJECTIVES
AND PROJECTED USE OF FUNDS
B-2013-MC-05-0009
Introduction:
The U.S Department of Housing and Urban Development (HUD) has designated the City
of West Memphis, Arkansas as an Entitlement City under the Community Development
Block Grant (CDBG) Program as authorized by the Housing and Community
Development Act of 1974, as amended. As an Entitlement City, West Memphis will
receive a specified amount of funds annually for use in carrying out a variety of auspices
of the CDBG Program. West Memphis will be entitled to receive the annual grant so
long as its performance is in accordance with statutory and regulatory requirements of the
CDBG Program and HUD.
This Final Statement of Community Development Objectives and Projected Use of Funds
has been prepared by and is subject to modification through a process which affords
maximum public accountability and citizen participation. The Community Development
Agency of West Memphis conducted a public hearing on January 28, 2013 to receive
citizen recommendations on the scope of the CDBG Program. A second public hearing
was held on February 11, 2013 to allow citizens the opportunity to respond to the
requests for funding.
The Final Statement is prepared and made available to the public prior to its being
submitted to the Little Rock Area Office of the U.S. Department of Housing and Urban
Development. The City Council approved the content of the Final Program at its regular
meeting on February 21, 2013. Moreover, copies of this Final Statement and any
modifications thereto will be available at the offices of the Community Development
Agency of West Memphis, 205 South Redding Street, during normal business hours,
Monday through Friday.
The City of West Memphis looks forward to the Community Development Block Grant
Entitlement Program and hopes to continue providing meaningful site improvements and
various community development activities that are essential to revitalizing our
neighborhoods and providing benefits primarily for low and moderate income persons
within the community. The City recognizes that there are needs for community
development and public improvements in many parts of West Memphis and that there are
not sufficient funds available to satisfy all, or even a majority of these acknowledged
needs. The City continues to strive toward implementation of a well conceived
community development program that truly maximizes benefits for low and moderate
income persons and/or eliminates slum and blight and prevents the recurrence of
blighting influences.
Statement of Community Development Objectives:
The following community development objectives will be addressed through
implementation of the CDBG Entitlement Program.
1. To improve housing conditions available in the community, especially those
which provide housing for low and moderate income persons.
2. To provide for public facilities improvements including street projects,
drainage projects and neighborhood facilities in areas that are concentrated
with low and moderate income persons.
3. To minimize displacement of site occupants through the carrying out of
projects and activities, recognizing that should displacement occur, technical
and financial assistance to relocate the displacee in replacement housing within
his/her economic means will be provided in accordance with the stipulations of
the Uniform Relocation Assistance and Real Property Acquisition Act of 1970.
Projected Use of Funds:
The City of West Memphis will receive approximately$346,521 under the FY2013 Year
CDBG Entitlement Program. If less than this amount is received, the costs and scope of
the projects described herein will be adjusted accordingly. An alternative would be to
eliminate all or part of one or more projects from the proposed program. If more than
this amount is received, the additional funds will be added proportionately to the line
items described herein where such funds will remain until or unless they are required for
another project activity.
The following activities have been designed and will be implemented within the proposed
FY2013 Program by the Community Development Agency based upon previously
approved and planned activities and citizen involvement. It is understood that these
activities may be revised in the future by the City Council of West Memphis, Arkansas as
a result of the continuing citizen participation planning process.
