AN ORDINANCE GRANTING A SPECIAL PERMIT USE OF LOTS 12,13,
14, 15 BLOCK 166, KENDAL SUBDIVISION TO THE CITY OF WEST
MEMPHIS, ARKANSAS (128 S. 20th) AND DECLARING AN EMERGENCY.
~ WHEREAS, 3~plication has been made to the City Planning
Commission upon the rezoning of said property to R4 Medium
Density - District, for a Special Permit Used of the single
Family dwelling structure located on said property for Residence
Senior Citizens long-Term care for the aged, containing not more
thant six (6) persons to be housed at facility.
WHEREAS, after Notice has been published for the time and
in the manner as provided by Ordinance N0.1258, the matter was
heard by the City Planning Commission and planning Commission
recommended that a Special Permit Use be granted to said Pro-
perty to permit the Single Family residence be used for Residence
Senior Citizen long-term care for the aged dwellings, containing
not more than six (6) person be housed at facility.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF WEST MEMPHIS, ARKANSAS:
SECTION I: That the following described property, to-wit:
Lots 12,13,14,15, Block 166 Kendal Subdivision to the city
of West memphis, Crittenden County, Arkansas, (being
located at 128 S. 20th Street)
be and the same hereby granted a Special permit Ise permitting
the useage of the Single Family dwelling be use as a Residence
Senior Citizen long-term care for the aged dwelling containing
not more than six persons to be housed at facility
SECTION II. That all Ordinances or parts or Ordinances in
conflict herewith are hereby repealed.
SECTION III. That it has been found and determined by the
City Council of the City of West Memphis, that this Property is in
the process of being completely renovated and made available for
Residence of Senior Citizens Long-Term care for the aged and the
immediate passage of the Ordinance is necessary for the use of
Residence of Senior Citizen Long-Term care for the aged. That the
Council is of the opinion that the passage of the=_ same is necessary
for the growth and expansion fo the City of West Memphis, Arkansas,
and in the interest

of the public health, peace, safety and welfare of the City of
and the inhabitants thereof. Therefore, an emergency is hereby
declared to exist and this Ordinance shall take effect and be in
full force and effect immediately upon its passage and approval.
