AN ORDINANCE TO REZONE A 10.3 ACRE TRACT AND A 17.07
ACRE TRACT IN THE NE 1/4 OF SECTION 24, TOWNSHIP 6 NORTH,
RANGE 8 EAST
WHEREAS, application was made to the City Planning
Commission to rezone the hereinafter described property and
after notice having been published for the time and in the
manner as provided by Ordinance No. 1258 the matter was
heard by the City Planning Commission and the Planning
Commission recommended, that said application be granated;
NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARKANSAS:
SECTION I: That the following described property, to
wit:
Tract 1: A parcel of property lying in the Northeast
Quarter of Section 24, Township 6 North, Range 8 East, City
of West Memphis, Crittenden County, Arkansas, being a part
of Lot 4, Lot 11, and Lot 3 of "Bond's Survey of Irregular
Lots" as recorded in Plat Book 1, Page 106 and a part of the
Powell Fowler property as recorded in Deed Book 708 at Page
766 in the office of the Circuit Clerk and Ex-Officio
Recorder of Crittenden County, Arkansas, being more
particularly described as follows:
Beginning at an iron pin found at the northeast interior
corner of Lot 2-A of the Lot Split Plat of Lot 2 of Jerrel
Lackey Subdivision as recorded in Plat Book 3, Page 223,
said point being on the east line of Lot 40 of the said
"Bond's Survey of Irregular Lots"; then running North 84
degrees 30 minutes East along the north line of the said
Jerrel Lackey Subdivision, for a distance of 718.00 feet to
an iron pin found at the northeast corner of Lot 22 of the
Replat of Lots 2-B thru 2-G of Jerrel Lackey Subdivision as
recorded in Plat Book 3, Page 272, said point being the
northwest corner of Lot 10 of "Bond's Survey of Irregular
Lots"; then running
North 11 degrees 15 minutes East, 44.60 feet;

seconds West along the east line of Lot 40 for a distance of
575.78 feet to the Point of Beginning, encompassing 10.3

iron pin found at the southwest corner of the Cemetery lot;
then running North 76 degrees 25 minutes 49 seconds East
along the south Line of the Cemetery lot for a distance of
217.69 feet to an iron pin set on the east line of Sectioa
24, T-6-N, R-8-E; then running South 1 degree 23 minutes 19
seconds East along the east line of Section 24 for a
distance of 390.59 feet to an iron pin set on the north
right-of-way line of the Missouri-Pacific Railroad; then
running South 60 degrees 58 minutes 55 seconds West along
the said right-of-way line for a distance of 659.04 feet to
the Point of Beginning, encompassing 17.07 acres, more or
less.

SECTION II: That all ordinances or parts of ordinances
in conflict herewith are hereby repealed.
SECTION III: It having been found and determined by
the City Council- of the City of West Memphis, Arkansas, that
there is an immediate necessity for the passage of this
Ordinance for the further development of the property
hereinabove described; that the passage thereof is necessary
to promote the gowth and expansion of the City of West
Memphis, Arkansas, and is in the interest of the public
health, peace safety and welfare of the city of West Memphis
and the inhabitants thereof. Therefore, an emergency is
