AN ORDINANCE INCREASING THE MAYOR'S AUTHORIZATION TO APPROVE PAYMENT
BILLS, DEBTS AND LIABILITIES; AMENDING SECTION 5 OF ORDINANCE N0. 1225;
AND DECLARING AN Eft~RGENCY.
WHEREAS; The monthly payment for the Wastewater Treatment Plant
Operator exceeds the Mayor's present authority and requires monthly
approval by the West Pdemphis City Council;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST MEIu~HIS, ARKANSAS :
Section 1. That Section 5 of Ordinance No. 1225 be ammended to read
as o ows:
That the Mayor, or the Mayor's duly authorized representative, maLv
approve for payment out of any funds previously appropriated for that
purpose, or disapprove any bills, debts or liabilities, where the total
expenditure therefore is below the sum of forty thousand ($40,000.00)
dollars. Provided, however, the Mayor's approval of expenditures for
bonded indebtedness, purchase of electric power and sales tax shall not
be restricted to the above limitation. The payment or disapproval of
any bills, debts or liabilities not covered by a previous appropriation
and those that exceed the above limitation shall require confirmation of
the City Council.
Section 2. EMERGENCY CLAUSE: It having been found and determined by the
Limey ZPOUneil o e ty o est Memphis, Arkansas, that there is an
urgent need by the City of West ?:+temphis for the item described above,
an emergency is hereby declared to exist, and this Ordinance being
necessary for the preservation of the public peace, health, safety and
welfare of the Citizens of West Memphis, Arkansas, shall be in full force
and effect from and after the date of its passage and approval.
