AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND
ESTABLISHING AN EMERGENCY
WHF~2EAS, Arkansas Code 14-58-303 allows waiving of competitive
bidding in exceptional situations where this procedure is deemed not
feasible or practical; and,
WHEREAS, it is not feasible to change insurance carriers each
year; and
WHEREAS, the City of West Memphis insured several claims during
the previous year;
N0~^], `1'HE~Zg'ORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WEST MEi^~HIS,ARKANSAS:
1. That competitive bidding be waived for the purchase of
insurance coverage on City owned buildings. Policy coverage will
be .from. August 15, 1988 to August 15, 1989.
2. EMERGENCY CLAUSE: It having been found and determined
by the City Council of the City of West Memphis, Arkansas that there
is an urgent need by the City of West Memphis for the item described
above, an emergency is hereby declared to exist, and this Ordinance
being necessary for the preservation of the public peace, health, safety
and welfare of the Citizens of West Memphis, Arkansas, shall be in full
force and effect from and after the date of its passage and approval.
