ORDINANCE NO. 13
AN ORDINANCE PERMITTING THE CITY TO ENTER INTO
CONTRACTS FOR THE PURCHASING OF SUPPLIES, EQUIPMENT AND
SERVICES FROM PRINTING AND OFFICE SUPPLY BUSINESSES
OWNED OR OPERATED BY MEMBERS OF THE CITY COUNCIL.
WHEREAS, in accordance with the provisions of Arkansas
Code 14-42-107 the City is prohibited from conducting
business with businesses owned or operated by aldermen
unless authorized by ordinance; and
WHEREAS, the City has a need to purchase office
supplies and printing services;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARHANSAS, THAT:
SECTION 1. The City of West Memphis is hereby
authorized to enter into contracts for the furnishing of
supplies, equipment, or services to the City by any office
supply and/or printing business owned or operated by any
member of the City Council.
SECTION 2. EMERGENCY CLAUSE. It having been found and
determined by the City Council of the City of West Memphis,
Arkansas, that there is an urgent need by the City of West
Memphis to have the authority granted by this ordinance, an
emergency is hereby declared to exist, and this Ordinance
being necessary for the preservation of the public peace,
health, safety and welfare of the Citizens of West Memphis,
Arkansas, shall be in full force and effect from and after
the date of its passage and approval.
