ORDINANCE NO. 1395 ~'~"~~ ~~~
AN ORDINANCE CLASSIFYING VARIOUS PROPERTIES IN THE
EXTRATERRITORIAL AREA OF THE CITY OF WEST MEMPHIS,
ARKANSAS, AS PROVIDED FOR IN ARKANSAS CODE ANNOTATED
SECTIONS 14-56-416 AND 14-56-413, DECLARING AN
EMERGENCY, AND FOR OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Sections 14-56-412 and
14-56-143 give the City of West Memphis, Arkansas, the
authority to zone property within one mile of its corporate
limits; and
WHEREAS, the City of West Memphis, Arkansas, has
completed a Land Use Plan; and
WHEREAS, the West Memphis Planning Commission has held
a duly advertised zoning public hearing on the property in
question,
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF WEST MEMPHIS, ARKANSAS:
SECTION 1. That the zone classification of the
following properties be established as indicated below.
All property within the area described below is hereby
zoned "I-1";
A part of Sections 14, 15, 16, 21, 22, 23, 27, and 28,
T-6-N, R-8-E, Crittenden County, Arkansas, more
particularly described as:
Beginning at the intersection of the center line
of Drainage Ditch No. 13 and the South line of the NW
1/4 of Section 14, said point being located on the
present city limits line; thence South and Southeast
along the center line of Drainage Ditch No. 13 to its
intersection with the center line of the Ten Mile Bayou
in the SW 1/4 of Section 14; thence Southwesterly along
the center line of the Ten Mile Bayou through a portion
of Section 14, a part of the extreme NW 1/4 of Section
23, through a portion of the East half of Section 22 to
the intersection of the center line of the Ten Mile
Bayou with the North right-of-way line for the Cotton
Belt Railroad; thence Southwesterly along the North
right-of-way line of the Cotton Belt Railroad to its
intersection with the West right-of-way line of Airport
Road; thence Southerly along the West right-of-way line
of Airport Road to its intersection with the center
line of Ten Mile Bayou, this being located in the North
1/2 of Section 27; thence Westerly along the center
line of the Ten Mile Bayou through the NW 1/4 of
Section 27 and the NE 1/4 of Section 28 to a point of
intersection with the West line of the NE 1/4 of
Section 28; thence North along the West line of the NE
1/4 of Section 28 and continuing North along the West
line of the East 1/2 of Section 21 and the West line of
the East 1/2 of Section 16 to its point of intersection
with the North line of Section 16; thence East along
the North line of Section 16 to its intersection with
the existing corporate limits line; thence South 6,595

point located in the SW 1/4 of Section 22; thence East
800 feet; thence North 1,800 feet; thence East 120
feet; thence North 3,060 feet; thence East 600 feet;
thence North 300 feet; thence East 478 feet; thence
North 660 feet to the center line of Section 15; thence
East along the South line the NE 1/4 of Section 15 and
the South line of the NE 1/4 of Section 14 to its
intersection with the center line of Ditch No. 13, said
point also being the point of beginning, containing
1,520 acres, more or less.
SECTION 2. Attachment A is hereby designated as the
official zoning map as specified in Arkansas Code Annotated
Section 14-56-416.
SECTION 3. EMERGENCY CLAUSE. It having been found and
determined by the City Council of the City of West Memphis,
Arkansas, that there exists an urgent need to plan for the
orderly growth and expansion of the City and its
surrounding areas, an emergency is hereby declared to
exist, and this ordinance being necessary for the
preservation of the public peace, health, safety and
welfare of the citizens of West Memphis, Arkansas, it shall
be in full force and effect from and after the date of its
passage and approval.
