PUBLIC WORKS COMMITTEE—Councilwoman Taylor reported the ads for the trailer bids have been sent out
and the bids will be opened on September 16th. The bids are expected to be awarded shortly after. The new
recycling logo was presented to the committee and it was reported that the district liked it and is planning to use
our logo as an example for the other cities to use.
Mr. Sorrell reported that the bid packages are out on the asphalt overlay and are due in by September 19th. The
two new grapple trucks are in and are in service. The two older grapple trucks that had been having maintenance
problems were traded in. The Street Department has been helping out with the mowing at Mayfair Apartments
and may possibly be helping with the cutting of more lots as needed. City Engineer Phillip Sorrell reported design
plans for Southland Drive Phase 2—have been approved and are scheduled for an October bid letting. The
Highway Department will be handling the bids and the construction engineering. The walking trail at Tilden
Rodgers Park will not be bid out with the street overlay program due to differences in the grant requirements. We
hope to receive approval to bid from AHTD in October. Mike Antle, Code Enforcement Officer reported the city is
looking into using inmate labor and said the cost usually comes out to be one dollar an hour per laborer, he is still
getting more information. Odell Slaughter, Street Supt. is making a list of areas that we could use the assistance,
particularly along ditches.

CITIZENS REQUESTS
Harry Goodbar, McAuley Street said he was here five years ago to ask for something to be done in his
neighborhood and he said nothing has changed. He complained about a block party that was held in his
neighborhood and that cars were parked along both sides of the streets. He also complained that the police
would not catch everyone who is running the stop signs. He said he was through with "all of you" and as long as
it stays in the streets he was going to leave it alone, but if it came into his yard he would take care of it himself.
He issued a warning to local law enforcement and said that he was going to get a lawyer and see if he could get
something filed to keep the West Memphis Police Department and the county cops off of his property. He said
the only police that were going to be able to come on his property was an Arkansas State Trooper.
Having no further business to come before the City Council, Councilman Catt made a motion, seconded by
Councilwoman Taylor to adjourn. Upon voice vote, the voting was unanimous to approve.
The meeting adjourned at 1:47 p.m.
PASSED and APPROVED this 14 day of September, 2013.
