AN ORDINANCE TO WAIVE COMPETITIVE BIDDING, DECLARING AN
EMERGENCY AND FOR OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows
waiving of competitive bidding in exceptional situations where
such procedure is deemed not feasible or practical; and
WHEREAS, the present liability insurance coverage for
Utility Department vehicles expires April 1, 1990 and time is of
the essence in obtaining liability insurance as required by law
competitive bidding under such circumstances would not be
feasible or practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS:
1. That competitive bidding be waived for the following item
to be used by the City, which is described as follows:
Fleet liability insurance for Utility Department vehicles to
be purchased from State Farm Insurance for $8,126.75 for the
period of April 1, 1990 to April 1, 1991.
2. Emer~encs Clause. It having been found and determined by
the Gity Council of the City of West Memphis, Arkansas, that
there is an urgent need by the City of West Memphis for fleet
