AN ORDINANCE GRANTING A SPECIAL PERMIT
USE OF LOT 1, HARVEST TIME SUBDIVISION
TO THE CITY OF WEST MEMPHIS, ARKANSAS
(708 NORTH AIRPORT ROAD); AHD DECLARING
AN EMERGENCY.
WHEREAS, application has been made to the City Planning
Commission to allow a Special Permit Use of a Community Service -
Good Neighbor Center, Inc. in a R-1 Residential District, as
required by Ordinance #1258, as amended.
WHEREAS, after Notice has been published for the time and in
the manner as provided by Ordinance #1258, as amended, the matter
was heard by the City Planning Commission and the Planning
Commission recommended that a Special Permit Use be granted to
said property to permit the Community Service - Good Neighbor
Center, Inc. in a R-1 Residential District subject to the
detailed site plan and special conditions as follows:
1. That the required hard surfaced seven t7)
spaces per Zoning Ordinance #1258, as
amended, be shown on site plan in front of
existing building.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS:
SECTION I: That the following described property, to-wit:
Lot 1, Harvest Time Subdivision to the
City of West Memphis, Crittenden County,
Arkansas (being located at 780 North
Airport Road)
be, and the same hereby is granted a Special Permit Use permitting
the usage of the Community Service - Good Neighbor Center, Inc.
SECTION II: That all Ordinances or parts of Ordinances in
conflict herewith are hereby repealed.
SECTION III: That it has been found and determined by the
City Council of the City of West Memphis, that this property is in
the process of being the facility of the Good Neighbor Center,
Inc. That the Council is of the opinion that the passage of the
same is necessary for the growth and expansion of the City of West
Memphis, Arkansas, and in the interest of the public health,

peace, safety and welfare of the City of and the inhabitants
thereof. Therefore, an emergency is hereby declared to exist and
this Ordinance shall take effect and be in full force and effect
immediately upon its passage and approval.
