AN ORDINANCE GRANTING A SPECIAL PERMIT USE OF LOT 6
BLOCK 31, M. L. THOMP50N SUBDIVISION F I RST ADDITION,
TO THE CITY OF WEST MEMPHI5, ARKANSAS (5G0 NORTH
11TH 5TREET); AND DECLARING AN EMERGENCY.
WHEREAS, application has been made to the City Planning
Commission to allow a Special Permitted Use of the North
Neighborhood Center for a Headstart and Community Center facility in
a R-2 Low Density Residential District, as required by Ordinance
iC58, as amended.
WHEREAS, after Notice has been published for the time and in
the manner as provided by Ordinance No. 158, as amended, the matter
was heard by the City Planning Commission and the Planning
Commission recommended that a Special Permit Use be granted to said
property to permit the North Neighborhood Center for a Headstart and
Community Center facility in the R-2 Low Density Residential
District.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
DF WEST MEMPHIS, ARKANSAS:
SECTION I: That the following described property, to wit:
Lot 6, Block 31, M.L. Thompson, First Addition Subdivision, to
the City of West Memphis, Crittenden County, Arkansas, ibeing
located at 5t72 North 11th Street)
be, and the same hereby is granted a Special Permit Use permitting
the usage of the North Neighborhood Center for a Headstart and
Community Center facility.
SECTION II: That all Ordinances or parts of Ordinances in
conflict herewith are hereby repealed.
SECTION III: That it has been found and determined by the City
Council of the City of West Memphis, that this property is in the
process of being the facility of the North Neighborhood Center for

the Headstart and Community Center facility and made available for
public use and the immediate passage of this Ordinance is necessary
for the development and use of said property for the purposes of a
North Neighborhood Center for the Headstart and Community Center
facility.

That the Council is of the opinion that the passage of the same is
necessary far the growth and expansion of the City of West Memphis,
Arkansas, and in the interest of the public health, peace, safety
and welfare of the City of West Memphis and the inhabitants thereof.
Therefore, an emergency is hereby declared to exist and this
Ordinance shall take effect and be in full force and effect
immediately upon its passage and approval.
