AN ORDINANCE GRANTING A SPECIAL PERMIT USE OF THE
MEADOWBROOK SHOPPING CENTER LOCATED IN PART OF THE
NORTHWEST QUARTER OF SECTION 13, TOWNSHIP 6 NORTH,
RANGE 8 EAST TO THE CITY OF WEST MEMPHIS, ARKANSAS
(500 W. BROADWAY); & DECLARING AN EMERGENCY.
WHEREAS, application has been made to the City Planning
Commission to allow a Special Permitted Use of an indoor
miniature golf course facility in a C-1 General Business
District, as required by Ordinance 1258, as amended.
WHEREAS, after Notice had been published for the time and
in the manner as provided by Ordinance No. 1258, as amended, the
matter was heard by the City Planning Commission and the Planning
Commission recommended that a Special Permit Use be granted to
said property to permit the indoor miniature golf course facility
in the C-1 General Business District subject to the special
conditions as follows:
1. The Special Permit use is for an indoor
miniature golf course, and no facilities,
equipment or other active use will be
outside the confines of the building.
2. The area for the miniature golf course is
limited to 4400 sq. ft.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS:
SECTION I: That the following described property, to
wit:
(500 W. Broadway) Meadowbrook Shopping Center
Located in part of the Northwest Quarter of
Section 13, Township 6 North, Range 8 East,
to the City of West Memphis, Arkansas
be, and the same hereby is granted a Special Permit Use
permitting the usage of an indoor miniature golf course facility
with the special conditions as follows:
1. The Special Permit use is for an indoor
miniature golf course, and no facilities,
equipment or other active use will be
outside the confines of the building.
2. The area for the miniature golf course is
limited to 4400 sq. ft.

SECTION II: That all Ordinances or parts of Ordinances
in conflict herewith are hereby repealed.
SECTION III: That it has been found and determined by
the City Council of the City of West Memphis, that this property
is in the process of being the facility of an indoor miniature
golf course facility and made available for public use and
the immediate passage of this Ordinance is necessary for the
development and use of said property for the purposes of an
indoor miniature golf course facility. That the Council is of
the opinion that the passage of the same is necessary for the
growth and expansion of the City of West Memphis, Arkansas, and
in the interest of the public health, peace, safety and welfare
of the City of West Memphis and the inhabitants thereof.
Therefore, an emergency is hereby declared to exist and this
Ordinance shall take effect and be in full force and effect
immediately upon its passage and appr~Go~val.
