AN ORDINANCE GRANTING A SPECIAL PERMIT USE OF LOTS 1,
2,3,4 AND THE WEST 50 FEET OF LOTS 23, 24, 25 AND 26
ALL IN BLOCK 5 OF THOMPSON'S THIRD ADDITION TO THE
CITY OF WEST MEMPHIS ARKANSAS (600 THOMPSON); AND
DECLARING AN EMERGENG~Y.
WHEREAS, application has been made to the City Planning
Commission to allow a Special Permitted Use of a moving, transfer,
and storage company in a C-1 Commercial District, as required
by Ordinance 1258, as amended.
WHEREAS, After Notice had been published for the time
and in the manner as provided by Ordinance No. 1258, as amended,
the matter was heard by the City Planning Commission and the
Planning Commission recommended that a Special Permit Use be
granted to said property to permit the moving, transfer and
storage company in the C-1 Commercial District subject to the
special conditions as follows:
1) No outside storage of goods, equipment, boxes, crates,
or similiar materials, other than trucks and trailers.
All storage must be within confines of enclosed building.
2) There will be no storage of munitions, explosives,
weaponry, hazardous materials or toxic wastes.
3) Traffic will be limited to a maximum of eight (8)
.trucks coming and/or going per day.
4) All parking of large trucks and other vehicles must
be off street.
5) Site proof screen for dumpster area.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF WEST MEMPHIS, ARKANSAS:
SECTION I: That the following described property, to
wit:
Lots 1, 2, 3, 4 and the West 50 feet of Lost 23, 24,
25 and 26 all in Block 5 of Thompson's Third Addition
to the City of West Memphis, Arkansas. (600 Thompson)
be, and the same hereby is granted a Special Permit Use permitting
the usage of a moving, transfer and storage company with the special
conditions as follows:
1) No outside storage of goods, equipment, boxes, crates,
or similiar materials, other than trucks and trailers.
All storage must be within confines of enclosed building.

SECTION II: That all Ordinances or parts of Ordinances
in conflict herewith are hereby repealed.
SECTION III: That it has been found and determined by
the City Council of the City of West Memphis, that this property
is in the process of being the facility of a moving, transfer
and storage facility and made available for public use and
the immediate passage of this Ordinance is necessary for the
development and use of said property for the purposes of a
moving, transfer and storage company. That the Council is
of the opinion that the passage of the same is necessary for
the growth and expansion of the City of West Memphis, Arkansas,
and in the interest of the public health, peace, safety and
welfare of the City of West Memphis and the, inhabitants thereof.
Therefore, an emergency is hereby declared to exist and this
Ordinance shall take effect and be in full force and effect
immediately upon its passage and approval.
