Section 3: .Emergency Clause. It being found and
determined by the City Council of the City of West Memphis,
Arkansas that some modifications are necessary in the zoning
of our City to allow for reasonable use of the land, an
emergency is hereby declared to exist and this ordinance
shall be in full force and effect from and after its passage
and approval.
