ORDINANCE N0.
AN ORDINANCE TO AMEND ORDINANCE N0. 987, LEVYING
AN ANNUAL PRIVILEGE LICENSE UPON ALL PERSONS
PARTNERSHIPS, ASSOCIATIONS, FIRMS AND CORPORATIONS,
ENGAGED IN CARRYING ON OR FOLLOWING CERTAIN TRADES,
BUSINESSES, PROFESSIONS, VOCATIONS, AND/OR CALLINGS
WITHIIN THE CORPORATE LIMITS OF THE CITY OF WEST MEMPHIS,
ARKANSAS: TO PROVIDE THE TIME FOR PAYMENT FOR SUCH
PRIVILEGE LICENSE; ADDING A PENALTY FOR NOT PAYING
PRIVILEGE LICENSE WHEN DUE, DELETING THE TEN (10) DAYS
GRANTED NEW BUSINESSES TO OBTAIN LICENSE AND ADDING
A NEW CLASSIFICATION FOR SALES, SERVICE AND LEASING
OF COMMUNICATION EQUIPMENT AND TELEPHONES, DECLARING
AN EMERGENCY AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS:
SECTION 1. Section 4 of Ordinance No. 987 is amended in
part by deleting the following in its entirety:
"New businesses are allowed ten (10) days
after opening to obtain the licenses required
as assessed in this Ordinance."
SECTION 2. Section 9 of Ordinance No. 987 is amended
as follows:
"Any person, partnership, association, firm
and/or corporation, who shall engage in,
carry on, or follow any of the trades,
businesses, professions, vocations and/or
callings specified herein, within the
corporate limits of the City of West Memphis,
without having first paid the Privilege License,
as herein prescribed, or who have been engaged
in a trade, business, profession, vocation
and/or calling and fails to pay his Privilege
License before February 1 of each year, shall be
deemed guilty of a violation of this Ordinance
and upon conviction thereof, shall be assessed
and fined a ten per cent (10%) penalty of the
License due; and, there will be a twenty-five
per cent (25%) penalty of the hicense due if
not paid before March 1 of each year, for the
trade, business, profession, vocation and/or
calling."
SECTION 3. Ordinance No. 987, Section 9, is further
amended by adding a New Classification in the Privilege License
Schedule as follows:
"SALES, SERVICE, AND LEASING OF COMMUNICATIONS
EQUIPMENT ......................................$500.00
SECTION 4. It having been found and determined by the
City Council of the City of West Memphis, Arkansas, that there
are businesses in the City of West Memphis, Arkansas, that sell,
service and lease communication equipment and who have not paid
a Privilege License Tax for the year, 1985, an emergency is
