AN ORDINANCE TO REGULATE PERSONS, CORPORATIONS, PARTNERSHIPS,
OR ASSOCIATIONS, WHO SOLICIT WITHIN PRIVATE RESIDENTIAL AREAS
OF THE CITY OF WEST MEMPHIS, ARKANSAS, FUNDS, ADVOCATING CAUSES
AND PROMOTING ORGANIZATIONS, FOR PROFIT OR NON-PROFIT EXCLUDING
RELIGIOUS OR CHARITABLE SOLICITATION.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST MEMPHIS,
ARKANSAS:

SECTION 1. It shall be unlawful for any person, corporation,
partnership or association within the City of West Memphis, Arkansas,
who operates for profit or non-profit to enter a private residential
area for the purpose of soliciting funds, advocating causes, and
promoting organizations without complying with the following
conditions; provided however, this Ordinance does not apply to
solicitations for charity or religion.
(1) No entrance shall be made on any private residential
property where there is a sign "NO TRESPASSING".
•~ (2) Canvassing by Solicitors must be made between the
hours of 9 a.m. and 7 p.m.
(3) The permit to canvass shall be given by the City Clerk
which shall not exceed two"(2) continuous days and shall be
renewed only at one (1) year intervals; Holidays and Sundays
are excluded.
(4) Each person, corporation, partnership or .association
will register with the City Clerk and•'furnish such information
as is desired. •The City Clerk shall maintain records of each
permit issued, showing date and name of organization. A
Permit Fee of $25.00 will be charged.
(5) Each Solicitor must have analdentification Card.
SECTION 2. The Chief of Police of the City of West Memphis,
Arkansas, will be charged with the responsibility to enforce this
Ordinance.
SECTION 3. All Ordinances, Resolutions and Motions in
conflict herewith are hereby repealed.
SECTION 4. Any person, corporation, partnership or association
who violates this Ordinance, and is convicted be guilty of
a violation and shall be fined a sum not o exceed $10 .00. The
continuance of this violation shall be Conti ued off n for
each day it is violated.
