AN ORDINANCE AMENDING THE PERSONNEL MANUAL,
CREATING AN ADDITIONAL HOLIDAY, AND
DECLARING AN EMERGENCY
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS:
SECTION 1. Ordinance No. 985, Personnel Manual,
is further amended by adding to Section 4.3 (A)--Holidays,
Martin Luther King's Birthday as the third (3d) Monday in
January or such day as is observed by the State of Arkansas,
annually.
SECTION 2. It having been ascertained by the City
Council of the City of West Memphis, Arkansas, that the
United States Government, the State of Arkansas, local
banks, and many other people are observing Martin Luther King's
Birthday, an emergency is hereby declared to exist, and this
Ordinance being necessary for the preservation of the
public peace, health, safety and welfare of the citizens
of West Memphis, Arkansas, shall become effective immediately
upon its passage and approval. _
