AN ORDINANCE TO AMEND SECTION EIGHT (8) OF ORDINANCE NO. 1246,
TO CLARIFY THE REDEFINING OF THE CURRENT TAX STRUCTURE ON PAYMENTS
MADE TO THE CITY OF WEST MEMPHIS, ARKANSAS, BY SOUTHWESTERN BELL
TELEPHONE COMPANY, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST MEMPHIS,
ARKANSAS:
SECTION 1.
Section Eight (8) of Ordinance No. 1246 is amended
as follows : p¢~r
"All~Ordinances, Amendments, Parts of
Ordinances, and Agreements relating to
the operating of or right to operate a
telephone system within said City are
hereby repealed as of December 31, 1986."
SECTION 2. Emergency Clause. It having been found and
determined by the City Council of the City of West Memphis, Arkansas,
that Ordinance No. 1246 did not clarify the specific date the
present Ordinance would be terminated, this Ordinance is necessary
to further redefine the structure of the payments to the City of
West Memphis, Arkansas, by Southwestern Bell Telephone Company;
therefore, an emergency is hereby declared to exist and this
Ordinance being necessary for the preservation of the public peace,
health, safety and welfare of the citizens of Wes Arkansas,
shall be in effect immediately after its pas age and a
