AN ORDINANCE TO REZONE A 21.54 ACRE TRACT IN THE
NW 1/4 OF SECTION 13, AND THE NE 1/4 OF SECTION 14
TOWNSHIP 6 NORTH, RANGE 8 EAST, SOUTH OF BROADWAY AND
EXTENDING FROM RICE STREET WEST TO RICH ROAD EXTENDED
AND SOUTH TO DRAINAGE CANAL DECLARING AN EMERGENCY
AND FOR OTHER PURPOSES
WHEREAS, application was made to the City Planning
Commission to rezone the hereinafter described property and
after notice having been published for the time and in the
manner as provided by Ordinance No. 1033 the matter was
heard by the City Planning Commission and the Planning
Commission recommended. that said application be granted; NOW
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARKANSAS:
SECTION I: That the following described property, to
wit:
21.54 acre tract of land lying in the NW 1/4 of Section
~ ' 13 and the NE 1/4 of Section 14, T-6-N, R-8-E, City of
West Memphis, Crittenden County, Arkansas, being more

Commencing at the point of intersection of the centerlines
of Rice Street and U. S. Highway No. 70 as shown by
plat recorded in Plat Book 2, Pages 584 & 585, in the
office of the Circuit Court Clerk & Ex-Officio Recorder
of Crittenden County, Arkansas, thence S 02° 24' E
along the centerline of Rice Street a distance of 60.0
feet, thence S 87° 36' W a distance of 30.0 feet,
thence S 02° 24' E a distance of 375.0 feet to the
point of beginning, thence S 02° 24' E a distance of
33.21 feet, thence along a curve that breaks to the
left with a radius of 1759.32 feet an arc length of
604.39 feet, thence S 22° 05' E a distance of 69.0
feet, thence S 67° 55' W a distance of 198.01 feet,
thence S 61° 20' 33" W a distance of 525.56 feet,
thence S 59° 02' 09" W a distance of 400.28 feet,
thence S 55° 21' 33" W a distance of 322.62 feet,
thence S 56° 15' 39" W a distance of 52.28 feet,
thence north a distance of 189.24 feet, thence along a
curve that breaks to the right with a radius of 377.33
feet an arc length of 299.65 feet, thence N 45° 30' E
a distance of 33.42 feet, thence along a curve that
breaks to the left with a radius of 585.85 feet an arc
length of 367.45 feet, thence N 09° 33' 48" E a distance
of 605.12 feet, thence N 87° 37' E a distance of 738.28
feet to the point of beginning, containing 21.54 acres
more or less; and being the 200 and 300 Block of Rice
Street.

SECTION III: EMERGENCY CLAUSE. Tt is hereby found and
declared by the City Council of the City of West ~+lemphis,
Arkansas, that the property above described is in the process
of development; and this ordinance is necessary for the
growth and expansion of the City of West Memphis; and that
