AN ORDINANCE TO REZONE A TRACT BETWEEN
RICE STREET AND RICH ROAD SOUTH MEASURED
375' DEEP FROM HIGHWAY 70 DECLARING AN
EMERGENCY AND FOR OTHER PURPOSES
WHEREAS, application was made to the City Planning
Commission to rezone .the hereinafter described property and
after notice having been published for the time and in the
manner as provided by Ordinance No. 1033 the matter was
heard by the City Planning Commission and the Planning
Commission recommended that said application be granted; NOW
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARKANSAS:
SECTION I: That the following described property, to
wit:
6.16 acre tract of land lying in the NW 1/4 of
'~ ~ Section 13 and the NE 1/4 of Section l4, T-6-N,
R-8-E, City of West Memphis, Crittenden County,
~r Arkansas, being more particularly described as
follows:
Commencing at the point of intersection of the
centerlines of Rice Street and U. S. Highway No.
70 as shown by plat recorded in Plat Book 2, Pages
584 & 585, in the office of the Circuit Court
Clerk & E.x-Officio Recorder of Crittenden County,
Arkansas, thence S 02° 24' E along the centerline
of Rice Street a distance of 60.0 feet, thence
S 87° 36' W a distance of 30.0 feet to the point
of beginning, thence S 02° 24' E a distance of
375.0 feet, thence S 87° 37' W a distance of
738.28 feet, thence N 09° 33' 48" W a distance of
35.58 feet, thence along a curve that breaks to
the left with a radius of 896.11 feet an arc
length of 156.61 feet, thence N 00° 27' W a distance
of 185.02 feet to a point on the south. right of
way line of State Highway 70 (Broadway Avenue).,
thence N 87° 37' E a distance of 705.66 feet to
the point of beginning, containing 6.16 acres
more or less, and being the 700 and 800 block
of West Broadway.
be and the same is hereby rezoned to 0-1 Quiet Office District.
SECTION II: That all ordinances or parts of ordinances
in conflict herewith are hereby repealed.

SECTION III: EMERGENCY CLAUSE. It is hereby found and
declared by the City Council of the City of West Memphis,
Arkansas, that the property above described is in the process
of development; and this ordinance is necessary for the
growth and expansion of the City of West Memphis; and that
,' the passage of this ordinance is in the interest of the
public health, peace, safety and welfare of the City of West
Memphis and the inhabitants thereof. Therefore, an emergency
