JOHNSON, MAYOR ATTEST: PHIL A, CITY CLERK Minutes prepared by: Cindy Greenwood, Sr. Deputy City Clerk Mayor William H. Johnson Presents 2013 STATE OF THE CITY The year 2013 was successful in many respects. Financially we fmished the year with a positive balance which is a major accomplishment. We were able to reward our associates with an attractive bonus of 3% of their salary with a minimum of $1,000.00. This bonus was greatly appreciated by all. Our General Fund, which is our traditional concern, also fmished with a small positive balance, showing income of $17,954, I and expenses of $17,621,351. Our gross revenu- fro he year was $73,842,587.00. This shows a po ion of the impact that city government creates in our community. I am pleased with the outstanding work our associates and supervisors provide for our city and all contribute to our stability. POLICE DEPARTMENT — The police department had a very successful year under difficult circumstances. I am proud of the reduction in homicides in our city reflected by the enclosed information, (see attached). The current administration was installed in 1999 and though no homicides are acceptable the reduction is outstanding. Also enclosed is a chart showing the reduction in overtime pay which is also outstanding. Other information is also included regarding our police department. PUBLIC WORKS DEPARTMENT — The Public Works Department completed engineering Southland Drive Phase II — Project bid in November, 2013 with construction set to begin January, 2014. This department completed Intersection and Signalization Improvements at 3 major intersections ($2.6 mil, 100% State/Fed funding). Completed 2013 Street Overlay (10,000 L.F.). The department hired a Code Enforcement Officer effective January 2013. Funded By street and sanitation departments, primary focus will be illegal dumping and other major code violations. Executed a city-wide tire clean-up program and removed over 3,000 tires from the city. Affiliated with "Keep America Beautiful" being led by Lorraine Robinson through assistance of Public Works. The department did implementation of the Recycling Program and purchased two (2) recycling trailers through grants from ADEQ and East Arkansas Solid Waste District. Implementation scheduled for January, 2014. The department began replacement of all non-compliant street signage per Federal Highway Administration regs on retro- reflectivity. Program approximately 40% complete. Full compliance scheduled for 2015. They also began r..r.rr.r use of in-mate labor to clean ditches. Scheduled 5 work days in October-November with a crew of 20- 30 in-mates from Brickeys. More dates scheduled for 2014. PLANNING AND COMMUNITY DEVELOPMENT — The Planning and Development Department issued nine (9) permits for new construction of commercial and industrial developments, along with twenty-six (26) permits to remodel existing commercial buildings. Additionally the department issued eight (8) permits for new single family homes and another one-hundred (100) permits to re-model existing residential structures. The total estimated cost of commercial, industrial and residential projects for the year was $30, 111,332. The Community Development Department oversaw the rehabilitation of sixty-one (61) single-family homes utilizing the labor of volunteer groups. These homes are owner-occupied by elderly/low income and or handicapped individuals. The city demolished sixty-five (65) substandard and vacant structures. Transit — The City is continuing its relationship with Memphis Area Transit Authority to provide bus service in West Memphis with connections to Memphis. Ridership continues to increase and averages more than 20,000 riders a month. Main-to-Main Project (Harahan Bridge) — The plans for the development of a bicycle/pedestrian trail across the Mississippi River connecting West Memphis to downtown Memphis are in their final stages with construction to begin in late spring or early summer of 2014. The completed project will re-surface the North side of the Harahan Bridge and provide a trail connection from downtown Memphis across the river, over the levee and into downtown West Memphis. FIRE DEPARTMENT — The West Memphis Fire Department last call of 2013 occurred at 9: 16 p.m. on New Year's Eve. Eng. Co-1, Eng. Co-2, Eng.Co-4, Unit 14 and Batt. 12 responded to run #1506 on Mimosa for a residential structure fire. The very first call of 2014 was made at 12:20 a.m. New Year's morning. Eng. Co-2 responded to run #1 on Rainer Road for a grass fire caused by fireworks. West Memphis Fire Department was very fortunate in the year 2013 by receiving two large grants for equipment purchases. The first grant we received was in the amount of $282,000.00 that purchased the department a new Rescue/Hazmat Truck that was put in service on May 2, 2013. The second grant was in the amount of $235,000.00 that purchased all new Scott Self-Contained Breathing Apparatus, Air Packs, for the entire department. The department also received some smaller grants throughout the year from insurance companies and private donors. One of the insurance company grants was in the amount of $5,000 and used to purchase the Sparky costume that was used during the latter part of 2013 to get the fire prevention message out to community. The Fire Department timeline: 12-31-2013 run totals: Fire=1510, EMS=4009, Training hours: daily training=17280 and class training =6383. ECONOMIC DEVELOPMENT — During 2013 Economic Development underwent a significant change in the structure of the department. Economic Development, Tourism, Main Street and RiverPAC (the civic center and civic auditorium) all went under one umbrella. In addition to the combination of all these departments a new Tourism Director, RiverPAC Director and Main Street Director were brought in. With all of these new faces came new ideas. Tourism moved offices and began developing a new website that will encourage and direct tourists to visit the sites that we are proud to have in West Memphis. RiverPAC hosted its first concert (Asleep at the Wheel) and hopes to host more in the upcoming years. Main Street hosted its very first Holiday Pop Up Art Store that show cased arts and crafts from all of our locals. Economic Development focused its attention on new businesses and in making sure to solidify our relationships with our existing businesses, as well as building a relationship with the Port of New Orleans. This report only addresses a limited number of our departments but we are extremely proud of all associates and departments. Parks operates efficiently with only eight (8) employees and 12 parks. The Utility Department as usual provides excellent service with extremely competitive rates (which need to be adjusted) and serves as the financial stability to our city. The Port, Airport also provides a service that must communities in Arkansas do not own, so we are excited to own these operations. City Attorney Office has resolved our pending cases to the lowest level that I can remember a position of which I am extremely proud. All things included we concluded a satisfactory year and are looking forward to more successful times. .crit.
