AN ORDINANCE TO DESIGNATE THE DISTRIBUTION OF REVENUE COLLECTED
BY THE SALES AND USE TAX FOR THE CITY OF WEST MEMPHIS, ARKANSAS
WHEREAS, the citizens of West Memphis, Arkansas, have the
opportunity at the General Election, November 4, 1986, to vote
on a One Per Cent (l~) Sales and Use Tax for the City of
'~ West Memphis, Arkansas; and,
WHEREAS, the citizens of West Memphis, Arkansas, want to
~,,: know how the Sales and Use Tax shall be distributed;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS:
SECTION 1. All revenue produced by the collection of the
Sales and Use Tax for the City of West Memphis, Arkansas, shall
be distributed as follows:

SECTION 2. The distribution of the revenue described in
Section 1 shall not be changed unless there is an election,
. special or general, conducted according to law.
SECTION 3. Emergency Clause. It having been found and
determined by the City Council of the City of West Memphis,
Arkansas, that there is an urgent need to designate the use of
the funds of the contemplated Sales Tax proposed to be voted
on by the people of West Memphis, Arkansas, on November 4, 1986,
therefore, an emergency is hereby declared to exist, and this
Ordinance being necessary for the preservation of the public
peace, health, safety and welfare of the Citizens of the City
of West Memphis, Arkansas, shall become effective upon its
