AN ORDINANCE TO AMEND ORDINANCE NO. 180,
SECTION FIVE (5), TO PROHIBIT THE PLACING
OF PAPER, RAGS, AND SUCH ITEMS IN BURLAP BAGS.
OR PASTEBOARD CARTONS, EXCEPT IN RESIDENTIAL
AREAS, DECLARING AN EMERGENCY AND FOR OTHER
PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS:
SECTION ONE. ORDINANCE N0. 180, SECTION FIVE (5),
the last paragraph of said SECTION FIVE (5) is amended
as follows:
The placing of paper, and rags and such
items in burlap bags or pasteboard cartons
is prohibited except in residential areas.
SECTION TWO. Emergency Clause. It having been found
and determined by the City Council of the City of West Memphis,
{ Arkansas, that many of the commercial establishments are
placing paper and rags in pasteboard boxes in large
quantities, causing unsightly areas, an emergency is hereby
declared to exist, and this Ordinance being necessary for
the preservation of the public health, peace, safety and
welfare of the citizens of West Memphis, Arkansas, shall
become in full force and effect immediately upon its passage
and approval.
