AN ORDINANCE TO REZONE (1) THE TRACT OF LAND LYING IN
THE WEST HALF, NORTHWEST QUARTER OF SECTION 16, TOWN-
SHTP 6 NORTH, RANGE 9 EAST, TO THE CITY OF VdEST MEMPHIS,
ARKANSAS, (BEING LOCATED AT 2949 AUUTUMN); AND DECLARING
AN EMERGENCY.

WHEREAS, application was made by the City of West Memphis
to rezone the hereinafter described property from R-4 Medium
Density Residential District to C-1 General Business District
and after notice having been published for the time and in the
manner as provided by Ordinance No. 1258, the matter was heard
by the Planning Commission, and the Planning Commission recom-
mended that said property be rezoned C-1 General Business Dis-
trict; NOW 'T'HEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OP' WEST
MEMPHIS, ARKANSAS:
SECTION I: That the following described property, to wit:
Mike's Grocery, 2949 Autumn, West Memphis, Arkansas,
`= being more particularly described as follows: A tract
r'- of land lying in the West Half, Northwest Quarter of
Section 16, Township 6 North, Range 9 East, being more
particularly described as follows: BEGINNING at a point
540 feet North of the intersection of the East right
of way line of Walker Avenue (that center line of Walker
'- Avenue being the West line of Section 16) and the North
a~ right of law line of the St. Francis Levee as measured
along the Easterly line of Walker Avenue; thence North
c along said Walker Avenue right of way line 120 feet to

SECTION II: That all ordinances or parts of ordinances in
conflict herewith are hereby repealed.
SECTION III: It is found and determined by the City Council
of the City of West Memphis, Arkansas, that this property is in
the process of further development and the immediate passage of
this ordinance is necessary for the further development of said
property; the passage hereof is necessary for the growth and
expansion of West Memphis, Arkansas, and that the passage hereof
is in the interest of the public health, peace, safety and wel-
fare of the City of West Memphis and the inhabitants thereof.

Therefore, an emergency is hereby declared to exist and this
ordinance shall take effect and be in force immediately upon
