ORDINANCE ADOPTING LAND SUBDIVISION AND DEVELOPMENT
CODE FOR CITY OF WEST MEMPHIS, ARKANSAS.
WHEREAS, the Planning Commission of the City of West Memphis
has prepared a new Land Subdivision and Development Code consisting
of narrative text comprising eight (8) articles and one (1) map
titled "Planning Area Map" which is a printed and map document,
ring-bound, and properly titled; and
WHEREAS , not .fewer .than three ( 3 ) copies of said -Land Sub- •
division and Devlopment Code including narrative and map have
been on file in the office of the City Clerk in the West Memphis
City Hall and will continue to be on file at all times for public
inspection and review; and
WHEREAS, the Planning Commission presented at the public
hearing on October 29, 1986, the Land Subdivision and Development
Code, and on the same date approved the Land Subdivision and
Development Code and recommended that the City Council adopt said
Code; and
WHEREAS, the Land Subdivision and Development Code was
reviewed in its entirety at this meeting and found to be wholly
acceptable for the. intended purpose of guiding the subdivision of
land, the arrangement of land parcels in the community for resi-
dential, commercial, industrial and other purposes, and the
implementation of the Comprehensive Development Plan.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS:
1. That the Land Subdivision and Development Code, consist-
ing of eight (8) articles of narrative text and one (1) map
titled "Planning Area Map", as identified above, be and hereby is
adopted and approved in all respects as an instrument to guide
and influence the arrangement of land uses and the subdivision
and development of land for future buildings within the corporate
limits of the City of West Memphis and the adjacent planning area
jurisdiction.

2. The City Council does hereby adopt by reference, pursuant
to Arkansas Statutes 19-2421, public notice having been duly
given, and three (3) copies of the Code having been and presently
are duly filed with the City Clerk for inspection and review by
the public, being a printed document dated October 13, 1986,
consisting of narrative text and one (1) map marked as the "Plan-
ning Area Map", and the same are hereby adopted and incorporated
herein and as an Ordinance as fully as if set forth at length
herein, and from the date on which this Ordinance shall take
effect, the provisions therein shall be .controlling land subdi=~
vision and development matters pertinent thereto within the City
of West Memphis, Arkansas and its planning area jurisdiction.
3. That the City Clerk be and hereby is directed to file
one (1) copy of said Land Subdivision and Development Code with
the Journal of Actions of the City Council and particularly for
the present meeting, and that the City Clerk is directed to
maintain not fewer than three (3) copies of said Land Subdivision
and Development Code on file at all times and available for
public review and inspection.
4. All ordinances or parts of ordinances in conflict
herewith are hereby repealed.
~~~~~~ 5. This Ordinance. being necessary for the immediate peace,
health and convenience of the citizens of West Memphis, Arkansas,
an emergency is hereby declared to exist and this Ordinance shall
be in full force and effect from and after its passage and approval.
