AN ORDINANCE WAIVING COMPETITIVE BIDDING ON GROUP HEALTH
INSURANCE FOR CITY EMPLOYEES WITH GREAT-WEST HEALTHCARE,
AND FOR OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving of
competitive bidding in exceptional situations where such procedure is deemed not feasible or
practical; and
WHEREAS, there are many items necessary for the City's use where competitive bidding
is deemed not feasible or practical; and
WHEREAS, the Insurance Committee has recommended that the City obtain health
insurance for City employees through Great-West Healthcare and competitive bidding would not
be feasible or practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS:
1. That competitive bidding be waived for the following item to be used by the City,
described as follows:
Group health insurance for city employees with Great-West Healthcare.
Competitive bidding is being waived for the reason that the Insurance Committee has
considered the terms of insurance policies and has recommended the group health ~ `
insurance policy of Great-West Healthcare and competitive bidding would not be feasible
or practical.
