AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR FS CAM IN-CAR
VIDEO SYSTEM FOR THE WEST MEMPHIS POLICE DEPARTMENT, AND FOR
OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving of competitive
bidding in exceptional situations where such procedure is deemed not feasible or practical; and
WHEREAS, there are many items necessary for the City's use where competitive bidding
is deemed not feasible or practical; and
WHEREAS, the West Memphis Police Department has compared and tested several
different in-car video systems and have found that the FS Cam In-Car Video System is the system
that best meets their needs, and competitive bidding under such circumstances would not be feasible
or practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WEST MEMPHIS, ARKANSAS:
1. That competitive bidding be waived for the following items to be used by the City,
described as follows:
FS Cam In-Car Video System to be purchased from Fleet Safety Equipment, Inc., in the
amount of $119,879.60.
2. The Mayor and City Clerk are hereby authorized to execute an agreement and to take such
additional actions as may be necessary to effectuate this purchase.
